LETTER OF TRANSMITTAL

From: Concerned Students

Enclosed is a proposal for a redesigned security system near the Hornet Village Suites and the S.P.S.U. dining hall. We thank you for taking the time to read and consider this proposal and you will find it enlightening and informative.

Now you may be aware of, during late nights, the parking deck near the Hornet Village is at risk with passing by pedestrians. Several students and faculty alike have complained about valuables missing from their vehicles. This poses a problem in many different areas concerning S.P.S.U.

Next, students and staff may be attacked in the parking deck. There are several angles that the current cameras can’t see. The front and rear entrances are watched but not the parking lot inside. Surveys indicate that students want the staff at S.P.S.U. to do something about this problem.

Then, in the enclosed proposal, are details for installing a new and more efficient security system called EZ Watch Pro. This proposal lists the advantages to the EZ Watch Pro system over the current surveillance system. Students and staff will feel safer with their vehicles parked at night, too. This proposal also lists the projected cost of the new system and installation.

Finally, we believe the EZ Watch Pro system is a cost effective solution to our safety being in jeopardy on campus. Over the course of just two weeks, we could see a dramatic change to this area and an overall better atmosphere for students and staff alike.

In conclusion, thank you for considering this proposal. We look forward to hearing from you. Let’s make our campus an even more beautiful place.

Abstract

Students have noticed their personal belongings missing from their vehicles in the new parking deck by Hornet Village and the S.P.S.U. dining hall. This is because there is not a security surveillance system set to monitor the parking deck. After a few weeks of research we have found a new system called EZDOME-PRO-VP Surveillance. EZDOME-PRO-VP Surveillance catches the robbers on film and keeps the vehicles in sight.

Next, it does this by collecting the live video feed and records it to a hard drive at a secured station. This has numerous advantages over the current system. It will save the university money by stopping robbers with clear evidence and keeping students’ beautiful vehicles and staffs alike safe. The cost of the security system and installation is approximately $4,500. That is only a fraction of what would be lost in personal belongings from break-ins, saving even more funds for Southern Polytechnic State University.

INTRODUCTION

Background

On several occasions, we’ve overheard students complaining about valuables being stolen from their cars near the dining hall and the Hornet Village suites on campus. The robberies are due to a poorly designed security surveillance system. The robber can come into the parking deck and steal something of value from a car and escape without being seen on camera. This immediately concerned us because the robbers can strike our cars too at any moment.

Purpose

We propose to have more security cameras put in the parking deck. We are limiting the security expense to the treasurer of SGA. Cameras would allow us to have 24 hour security surveillance in the parking deck of S.P.S.U. This will increase the safety of the student body and faculties vehicles. The EZDOME-PRO-VP Surveillance will also save a substantial amount of money lost in damages.

Scope

The time frame of this project is approximately two weeks. Upon the approval of the budget of $4,500 we can place the orders for the four different types of cameras. The budget includes everything from purchasing the cameras, shipping and handling and installation.
The shipping and handling time will be approximately seven to ten business days. The work of installing the cameras in the parking deck will begin immediately after the product has been received. We plan to install at least four cameras per day, installation includes setting up the cameras in prime locations in the parking deck, setting up the software, setting up the night vision and testing the cameras. Upon that rate we will finish installing the cameras in approximately four days.

DISCUSSION SECTION

Proposed solution

After a few weeks of research we have found a new system called EZDOME-PRO-VP Surveillance. EZDOME-PRO-VP Surveillance catches the robbers on film and keeps the vehicles in sight. It does this by collecting the live video feed and records it to a hard drive at a secured station. This has numerous advantages over the current system. It will save the university money by stopping robbers with clear evidence and keeping students beautiful vehicles and staffs alike safe. This cost of the security system and installation is approximately $4,500.

Personnel needed

This project can be carried out with a very basic team. Moreover, most of the needed personnel are already employed by Southern Poly through the maintenance department. The installation will require one person who is certified to place cameras and connect them to the monitor. Two to three members of maintenance will be needed to unload the EZDOME-PRO-VP Surveillance system and maneuver it into position. One to two of the team members will need basic knowledge of connecting a security box. In total, a maximum of six team members will be needed for the installation process.

Schedule

Installation of the EZDOME-PRO-VP Surveillance will take place over approximately a two-week period, working five days a week. This will consist of two days of prepping the work site with brackets to position the cameras. During these two days, the holes will be drilled. Approximately three days will be used to set up the security box and connect the camera signals to the main station. One day will be used to connect the software to the system and test the equipment. The last four days will be used to set up four cameras per day and check for blind-spots.

Cost

The cost of the project is surprisingly modest, given the projected savings annually. A Norstar sales representative estimates $40 per linear foot of U-drain. I have calculated the approximate amount of piping needed to effectively control the draining water to be 260 feet. The foundation material prices out to $12 per cubic yard delivered to the construction site. Labor is estimated at $1 per square foot. The steel rebar used to reinforce the placement of the U-Drain system has an estimated cost of $.10 per square foot. Besides the actual U-Drain system, concrete will be the most expensive item needed for the installation. Concrete is estimated at $70 per cubic yard.

This is a schedule of the tasks we will complete for this project.

CONCLUSION & RECOMMENDATIONS

In conclusion, we feel that the Southern Poly parking deck needs heightened security.  Surveillance cameras would make the students feel more comfortable with their property being left on campus. Our recommendation is to use the EZDOME-PRO-VP Surveillance system.  The advanced security system would monitor the parking deck for 24-hours a day, 7 days a week. If any disturbances are reported there would be a way to confirm with visual evidence of the recorded event. The night vision technology allows us to capture activity in any kind of lighting. This system also streams live video to your camera phone or smart phone. Finally, this should put the students at ease so that they can focus more on their classes than to worry about their property.

Our recommendation is to, consider this information and begin to get firm pricing for the entire EZDOME-PRO-VP Surveillance system. Next, find a local company that can supply installation for the parking deck between Hornet Village and the Dining Hall. Then, only one or two electricians are needed only to place the cameras. They are wireless and no cutting is necessary in the new parking deck. If you have any further questions, call EZ Watch Pro at 1-866-241-3400, or you may contact us by e-mail. The address is our first initial then last name, followed by spsu.edu.
